Introduction

The State Key Laboratory of Coal Combustion of Huazhong University of Science and Technology began construction in 1986, and passed the national acceptance in June 1991. It is a national key laboratory for openness.

The State Key Laboratory of Coal Combustion is a national-level basic theoretical research on the efficient and low-pollution of coal, a technology development for the main battlefield of the national economy, and a base for the cultivation of high-level professional and technical personnel. As an important part of the national science and technology innovation system, the laboratory is an important base for the state to organize high-level basic research and applied basic research, gather and train outstanding scientists, and carry out academic exchanges. The laboratory focuses on high-efficiency and low-pollution combustion theory and technology, and conducts research in the fields of combustion and pollution science and technology, and thermal energy conversion and utilization. Combustion theory and turbulent reaction fluid mechanics, pollutant generation mechanism and prevention in energy utilization, thermal energy conversion and advanced utilization, diagnosis, optimization and comprehensive evaluation of thermal equipment and systems are the main research directions. Based on basic theoretical research and application technology development in the field of combustion and pollution prevention and thermal energy conversion and utilization.


Funding principle

(1) Fundamental theoretical research on the original innovation of coal-fired combustion and related fields, or applied basic research with major industrial backgrounds that meet the country's major needs.

(2) Require research projects with innovative ideas, new methods, and new insights. The topic of open topics should focus on the service of the laboratory's superior direction (strong combination), or serve the lab's weak direction (filling in the gap), with particular emphasis on filling the gap. Research topics should be able to complement or enhance the academic development of the State Key Laboratory of Coal Combustion.

(3) The research content should belong to the frontier or priority development of the combustion discipline, and it has certain scientific accumulation and research characteristics, encourages the intersection of disciplines, strengthens the penetration of disciplines, and promotes the development of combustion-related theories.

(4) Open topics are divided into three categories: key topics, face topics, and international exchange topics. The key topics support the joint scientific research of professors or outstanding young scholars. The funding period is 2 years + 1 year. After 2 years of expiration, the project undertaker submits a final report, and the results can be extended for one year. The topic supports the joint scientific research of young scholars, and the funding period is no more than two years. The international cooperation project supports foreign scholars to come to the laboratory for short-term visits, academic reports or cooperative scientific research, with a funding period of 1-2 years. The amount of funding for key projects is 100,000 yuan per year; the amount of funding for surface projects is no more than 50,000 yuan; and the amount of funding for international cooperation projects is not more than 100,000 yuan. The total number of open projects set up each year is not more than 1 million yuan.

(5) The State Key Laboratory of Coal Combustion Opens the subject of unfinished research and cannot apply for this year.

(6) Applicants for open-end funds shall conduct substantive research cooperation with the State Key Laboratory of Coal Combustion. The application shall specify the plan for substantive cooperation research with the State Key Laboratory of Coal Combustion. The “main researcher” column of the Open Fund should include at least one staff member of the State Key Laboratory of Coal Combustion.

(7) The independent research and development project (emphasis, face), open project (emphasis, face, international exchange), etc., the limited application, the moderator of the independent research and development project, and the internal joint reporter of the open project More than one item.

(8) When the independent research and development project or the open project is completed, the results are not up to the basic requirements. The person in charge of the independent research and development project or the internal joint reporter of the open project is suspended from reporting the independent research and development project and the open project for one year.


Application and approval

(1) The guidelines for the collection in July each year, the declaration in September, the communication review in October, the key questions in November, the approval of the academic committee in December, and the project in January.

(2) The applicant of the project fills in the “Application for Open Fund of State Key Laboratory of Coal Combustion”, and declares it to the State Key Laboratory of Coal Combustion after the official unit agrees and affixes the official seal. The application is only required to submit an electronic version, stamped page color scan.

(3) The State Key Laboratory of Coal Combustion organizes experts to conduct preliminary examination of the application, and convene a reply committee to defend the application and propose preliminary opinions on whether to fund.

(4) The State Key Laboratory of Coal Combustion submits the results of the preliminary examination to the Academic Committee of the Key Laboratory for review and determines the list of subsidies.

 

Final reports

(1) The project funds shall be budgeted by the applicant in accordance with the relevant provisions of the State. After the project is approved, the project funds shall be used by the applicant to conduct experimental and research funds in the laboratory and strictly in accordance with the relevant national financial management system.

(2) At the end of the project, the final report shall be submitted in accordance with the “Report on the Open Fund of the State Key Laboratory of Coal Combustion”, and the key projects shall be academic reports in the laboratory.

(3) The results of relevant papers and works funded by the Open Fund shall be marked with the “Supported by the Foundation of State Key Laboratory of Coal Combustion”.

(4) The relevant papers, works and other achievements funded by the Open Fund shall be jointly issued by the open fund to be the author and author of the communication, and the cooperation personnel of the State Key Laboratory of Coal Combustion shall be jointly published as the co-author and author.

(5) The key topics require the publication of more than 3 SCI papers (2 years) and 5 or more SCI papers (3 years), and the project leader will at least come to the laboratory to do academic reports once. The topic requires the publication of more than one SCI papers. International cooperation projects require the publication of more than one SCI papers, and foreign scholars at least come to the laboratory to do academic reports once.

(6) Cooperation in substantive research with the State Key laboratory of coal combustion, in "Combustion and Flame", "Proceedings of the Combustion Institute", "Progress" and Combustion Science "and other international first-class publications in the joint publication of high-level academic papers of the topic, outstanding results, excellent evaluation of the topic, give 1 times rolling support.

(7) For the surface projects with excellent results, the State Key Laboratory of Coal Combustion will be invited to make academic reports on a regular basis, and the expenses will be paid separately by the laboratory. The laboratory holds 1-2 open topic report meetings every year.

(8) The open project will reach the funding period, and the final report should be submitted on its own initiative. The laboratory will receive the open topic report all year round, and submit it to the academic committee for consideration at the end of each year. For the subject that does not meet the requirements of the final result at the end of the question, one year after submitting the final report, the final report can still be submitted.

This regulation shall be implemented as of July 1, 2016.
