The National Energy Clean Coal Low Carbon Generation Technology R&D (Test) Center was jointly built by China Huaneng Group Corporation and Huazhong University of Science and Technology in 2010. Among them, Huaneng Group invested about 360 million yuan, and the state allocated a special fund of 36 million yuan. Huazhong University of Science and Technology is responsible for the research and development and experiment of oxyfuel combustion technology. The center relies on the State Key Laboratory of Coal Combustion of Huazhong University of Science and Technology to build the first domestically-expanded 3MWt coal-fired carbon dioxide capture demonstration system, and to build a domestic R&D center and industrial innovation base with significant international impact on coal-fired carbon dioxide scale reduction. . The scale of the industry driven by it is tens of billions of yuan, which plays an active role in promoting the development of energy machinery, general machinery manufacturing and environmental protection industries such as boilers, wind turbines and air separation equipment in China. It is an iconic content for the implementation of national two-type society. During the construction and operation of the center, it was strongly supported by the National Development and Reform Commission, the Energy Bureau, the Hubei Provincial Government, the Hubei Provincial Development and Reform Commission, the Hubei Provincial Science and Technology Department, the Wuhan Municipal Government, and the Wuhan East Lake New Technology Development Zone.

The National Energy Research and Development Experimental Center was established by the National Energy Administration to establish China's energy science and technology support system to meet the strategic needs of innovative countries and energy structure optimization and upgrading. It involves key energy industries and fields such as coal power, nuclear power, wind power, high-efficiency power transmission and equipment materials.
